AI Agents: Governing Autonomy in the Digital Age
Joe Kwon’s report, AI Agents: Governing Autonomy in the Digital Age, outlines three major risks posed by autonomous AI agents: misuse for cyber or physical attacks, gradual erosion of human control as decision-making shifts to opaque systems, and large-scale workforce displacement. The report highlights projections such as Goldman Sachs' estimate that AI could automate tasks equal to 300 million full-time jobs globally.
To address these risks, Kwon proposes targeted policy actions: (1) create an “Autonomy Passport” to register and track high-capability agents; (2) mandate oversight with the ability to suspend unsafe systems; (3) require human approval for high-stakes decisions; and (4) monitor employment impacts through annual federal reporting.
